You don't file a bad credit report. What you need to do is contact a collection agency so they can attempt to contact the debtor and collect the debt on your behalf. They in turn will report this information to the credit bureau and it will show up on this individual's credit report.

f-r-e-e that spells free credit report dot com baby.
contact the major credit bureaus and ask them.
You have to be a member to report to the credit bureaus. You could hire a collection agency to pursue this person and they will be able to report to the credit bureaus.

The foreclosure should be a public records item and show up.

You could also file a small claims suit for the stolen appliances and unpaid utility bill. You will win a judgment which will also show up on their credit report. You may even be able to track them down and use the judgment to attach their bank account, garnish wages, or lien property.
